New developments: Sam Altman says OpenAI has updated its deal with the Pentagon. The new language says its AI cannot be intentionally used for domestic surveillance of Americans.

The earlier agreement drew backlash because critics said it left loopholes that could allow surveillance.

The change comes after a public dispute between the Pentagon and Anthropic. The Defense Department wanted Anthropic to allow its AI to be used for “any lawful purpose.” Anthropic refused unless there were clear bans on domestic surveillance and fully autonomous weapons.

Researchers warn that without those kinds of guardrails, AI could let governments track people’s movements and behavior across huge amounts of digital data with unprecedented speed.
